I came across this issue today and found the solution, I’m sure this will help others!
Are you trying to launch Win 32 Disk Imager in Windows and nothing is happening? Maybe it worked before and it won’t now, even after a reinstall?
For me the issue was Google Drive! I have Google Drive set up as a mounted filesystem, seems that Win32 Disk Imager doesn’t like this. As soon as I quit Google Drive, I was able to launch the application!
